젊을수록 선거에 덜 참여하고, 나이가 많을수록 선거에 더 많이 참여한다. 우리나라는 그래왔다. 이번 선거도 격전지가 많아서 선거참여율이 결과에 영향을 미칠 것으로 보인다. 지난 대통령 선거도 0.73%라는 근소한 차이로 당락이 갈렸다. 그 결과는 정치, 외교, 경제, 역사, 군사 등에 큰 영향을 미치고 있다. 물가 등 내 구체적인 삶에 미치는 영향도 피부로 느낀다.

 

직접선거가 당연하다고?

 

나이가 들어 저 세상이 가까워지면서 인간은 도대체 어떻게 살아왔는지 궁금해졌다. 선거철에 직접선거 제도가 역사에서 어떤 궤적을 그려왔는지 호기심이 생겼다.

 

선거에 대해 알아보려니 고대사로까지 거슬러 올라가야 했다. 지금부터 5,000 년 전 최초의 문명이 일어난 메소포타미아와 이집트의 나일강 유역, 그리스와 3,000년 전 로마까지 시선을 돌려야 했다. 자연 지형이 다양한 이 지역들에서 다양한 정치적 실험이 있었다. 민주주의를 표방한 선거제에서 왕정과 신정정치와 제국에 이르기까지. 근대에 프랑스와 영국을 중심으로 민주주의를 위한 투쟁의 역사, 미국도 식민지에서 독립투쟁을 거치며 민주주의를 만들어냈다. 20세기에 세계 지도에서 식민지가 없어지고 수많은 독립국이 생겼다. 이들이 이념 전쟁을 치르며 민주주의를 정착시켜 온 과정은 지금도 계속되고 있다. 공부를 해보니 민주주의를 위한 길은 험난한 투쟁의 역사였다. 직접선거가 당연하다고? 천만에!

 

대한민국 직선제는 피어린 투쟁의 산물

 

MZ 세대는 모르겠지만, 그 윗세대들이 내 손으로 권력자를 직접 선출하는 직선제 개헌을 피나는 투쟁을 통해 얻어냈다. 주로 학생들이 주도한 운동권의 투쟁이 없었다면, 머슴을 뽑는 주인으로서 한 표를 행사할 수 있을까? 역사 이래로 권력자가 주민에게 허리를 굽혀 인사를 하고 무릎을 구부리며 절을 하는 경우는 선거 외에는 없다. 선거를 준비하는 기간은 긴장된 축제라는 생각이 든다.

 

민주주의를 지키려는 노력이 K-culture의 밑바탕이 되고 있다. 문화는 궁극적으로 아이디어를 내는 개인이 있어야 가능하기 때문이다. K-pop, K-drama, K-beauty, K-food 등 K 글자가 붙은 연원을 찾아가면 개인이 드러난다. 민주주의는 개인을 소중하게 생각해서 개인의 권리를 확장시키는 쪽으로 발전해 왔다. 대만이나 중국 등 많은 나라들이 한국에서 영화 ‘서울의 봄’이 제작되고 상영될 수 있다는 사실에 놀라워한다. 서구의 개인주의가 강한 민주주의 나라 사람들은 개인이 국가라는 권력체에 관심을 가지며 정신적인 노동을 불사하는 한국인의 열정에 경이로워 한다. 개인과 국가 공동체라는 두 관계에서 균형을 유지하는 의식을 보기 때문이다. 정치의식의 발전은 저절로 주어지지 않는다. 직접선거제를 쟁취하며 얻은 보상이다!

 

이번 총선은 한국 정치의 변곡점

 

아테네에 민주주의가 찬란하게 꽃 피웠을 때 그리스 문화는 만개했다. 아테네와 자웅을 겨루던 스파르타는 악명 높았던 핍박으로 노예들이 반란을 일으켜 쇠퇴했다. 작은 촌락에 불과했던 로마는 노예든 외국인이든 시민권을 획득하면 그리스와 달리 바로 평민의 권리를 누릴 수 있었다. 민주주의를 지켜낸 미국도 그렇다. 민주주의가 번영의 바탕임을 역사는 증명한다.

 

당연시되던 한국의 민주주의가 위기에 처했다는 걸 국제 지표가 보여준다. 이런 위기에서 민주주의를 되살려내는 역사적 경험을 이번 총선이 해내야 한다. 급격하게 문명이 변하는 도전 앞에서 토인비가 말하는 응전을 할 수 있는 근력을 키우는 계기가 될 수 있다. 생각지도 않은 사람들이 정치가가 되기도 했다. 플라톤이 말한 수준 높은 철인(哲人) 정치가 열릴 수도 있다.
